Two WP451023 Cases in DB #286

Something odd has happened where we've ended up with two cases with the same ID. Need to investigate the why this happened, then formulate the how to correct this.

Is this related to #236?

Conversation to be had with @AllyBradley about what paperwork exists for these two cases so that a new id can be assigned and recorded
