Test Server Debug set on, but not running in Debug mode #326

The Test Server is configured to be in Debug mode, but is running in production mode, thus debug messages and language and banner, etc are not displaying. The config looks correct, but there needs more investigation as to why this isn't as it should be.

Debug appears to be working as expected - notably with how the page not found is displaying in #330
