Remove ability to add new person on S/AE creation for local contact #339

This is an oversight from earlier work that was supposed to stop random user creations when a names local contact was expected.

This has an impact on the auto emails that are sent out on S/AE registration/modification - if the user isn't a valid Local Investigator with an email address, then that process fails.

Additionally, Ally B is still hardcoded in as a contact, and no substitute person is apparent.
