Set up Github Static pages to host project documentation #40

After #39 Sphinx is enabled, setup the Github static pages process to host the documents so we can easily point a web browser at them

Basic instructions at https://pages.github.com followed, so we now have a new repository in the ouh-churchill organisation ouh-churchill.github.io which contains the static html content for the pages that appear at https://ouh-churchill.github.io

Next up is to amend the makefile publishing process so that we don't get the generated output appearing in the diakonia repository, but direct to the github.io repo
