The Document Settings popup is not visible when editing down the page #1197

When Editing a note, and using the CMD-8 (Document Setting) to set a category or tags, the Document Settings popup is not visible unless the DocSettings Title Bar is visible when hitting CMD-8

When the Doc Settings Title Bar is visible and we press CMD-8, the popup window appears and stays there if we scroll down the page, which makes sense.

I suggest that the popup window appears wherever we might be on the editing page:
