Set up a Logging framework #79

Summary

We want to add a logging framework so we can understand what's happening when our app is in production. Investigate a logging framework and implement it.

Decision: Going with Grafana cloud. They have the most reasonable free tier!

Logging setup guide

Requirements

[ ] Needs the ability to display logs when running in dev mode into the console
[ ] In production, logs should be viewable
[ ] Set up the logging framework

From standup: Philip, will look into Datadog to see if they have a free plan for NPOs or open-source projects.

moving from datadog to grafana. It looks more affordable in the long run.
