Add testing for Modal when the native browser `back` button is pressed #776

Problem

We have no testing for the back button Modal being pressed

Success

Integration and functional tests are implemented for the browser back button

Requirements

[x] If there are no changes to the Submission the Modal isn't shown
[x] If there are changes to the Submission the Modal is shown
[x] When the Modal is showing it has the correct localized text
[x] When redirected, the original URL is different from the redirected URL
[x] When the Modal is closed approvingSubmissionFromTopbar is set to false
