Draft initial budget #8

We had an initial discussion in 2020-02-15 that we'll be inline with last 2 years budget: ~$16,000. We should to some firming up of that initial number.

Related to #1, where we'll need a draft budget.

We've done a couple iterations based on the various grants #3 and #1 we've applied for. We should look at it together next call but then we are good to go )with minor tweaks along the way :))
