You say in the docs that you consider two persons the same if they have the same first and last name, which is the case, and this is the case here, so they should be merged.
Moreover, GitHub username are case-insensitive (https://github.com/Pawamoy == https://github.com/pawamoy, not even a redirection), so the case should not be checked for unicity of persons.
