False negative from deepblue.lib.umich.edu #65

https://oadoi.org/10.1002/cne.920200302 goes to the publisher, where it's paywalled, but it's actually available at https://deepblue.lib.umich.edu/handle/2027.42/50105 / https://deepblue.lib.umich.edu/bitstream/handle/2027.42/50105/920200302_ftp.pdf (and legitimately so, because it's in the public domain).

That example is fixed. The latest (?) dump unpaywall_snapshot_2018-09-24T232615.jsonl.bz2 has deepblue.lib.umich.edu in 1012 DOIs as best_oa_location, so I guess we can consider this FIXED. Can always check later if new cases pop up.
