Move royalty config to marketplace

Backgound

Willian demo the flow for the writing NFT, and if we allow royalty config in marketplace api , we can make the flow more on-chain

Investigate: add class config to decide who can get the royalty. check if we can implement the royalty class(and when?)

• move royalty config from class data to standalone kv store, add list of royalty stakeholder accounts
• add crud for royalty config as part of marketplace feature, allows class owner to change the config even after mint

Note: The royalty is not related to iscn stakeholder (yet). The royalty will be decided by the creator on mint, weather the creator minting a royalty respecting the iscn registered stakeholder will be record on chain for inspection.
