Create CorpusCloud webapp for Google app engine. #43

A simple web api for:

Downloading corpus archives.
Uploading corpus arhives.
Showing corpus info.

Client app should be able to request data from the web api.

Username/password authentication.

Database for storing corpus arhive info etc.

Design the database layout.

Blobstorage for the actual corpus archives.

Datastore vs. buckets?
Get files from the blobstorage.
Put files to the blobstorage.
Automagically create new official corpus arhives from submitted archives.

For initial version only download, authentication and info request features are needed.
