Can only be done AFTER all SkillQueue tasks on both back-end and front-end.

add possibility to "recommend" new technology, because you can only match with those in our database
can recognise aliases and recommend correct name or sends a request for a new one
will be somewhere in SkillQueue or Profile components
has no design yet
