Find and incorporate structured data on restrictions #15

Related to outbreak-info/outbreak.info#51.

Could focus on U.S. first; would ideally incorporate data at the county- and state-level. Will probably involve a fair bit of data curation to standardize definitions between sources.

Dataset should include date_start, date_end, location_id (ISO3 or FIPS code), location_name, state/country ISO3 and name, description, data source, restriction_category (e.g. border closures, shelter-in-place, travel restrictions, business closures, etc.) -- and probably other things.

CA has county-level data on whether counties hit specific thresholds, but hard to find historic data: https://www.cdph.ca.gov/Programs/CID/DCDC/Pages/COVID-19/COVID19CountyDataTable.aspx
