Normalize hospitalization data

COVID Tracking project uses 3 hospitalization variables:

• hospitalized
• hospitalizedCumulative
• hospitalizedCurrently.

The hospitalized variable is the only non-deprecated value that's supposed to be used, but for certain states (see CA), the other 2 are used instead. Should re-create testing_hospitalized and testing_hospitalizedIncrease to check for the other values:

• if hospitalized --> hospitalized
  • ifelse hospitalizedCumulative -> hospitalizedCumulative
  • ifelse hospitalizedCurrently -> hospitalizedCurrently
  • else null
