[PROTOCOL] Scrape Artic Network #106

  1. Get resources/documents section https://artic.network/ncov-2019, ideally removing anything listed on protocols.io
  2. Coerce to Protocol schema
  3. Add to API

Might induce duplicates with protocols.io resource.

oh yeah @gkarthik i meant to put that those in protocols.io should be filtered out. :)
