Add Version / Build Date for each of the API sources to /metadata #150

Since the /resources API pulls together data from a buncha different sources, it'd be helpful to track the build date / version for each individual source.

Would be useful to pull the build_date and version from https://api.outbreak.info/resources/litcovid/metadata, for instance, into https://api.outbreak.info/resources/metadata
