Australia normalize to population #161

When the normalize to population checkbox is clicked when examining Australia data, the displays disappear.

Example: 3 Australian states, together with New Zealand:

Thank you for raising the issue. The line disappears because we don't have population of states outside the US incorporated yet but we are planning to do this soon. We should probably show some sort of banner making this clear.
