Add Taiwan as a location #177

Currently, Taiwan is not able to be selected as a location.

@gkarthik I think Taiwan cases are included in China according to JHU, right?

It's not listed in the Chinese provinces either. Do you know if cases are included in the Fujian Province data?

JHU reports Taiwan separately in the daily reports. This is a bug in the preprocess script. Not quite sure why it isn't parsing Taiwan even though admin0 shapefile has Taiwan as a separate entity. Will look into this. Thanks!
