Add in MOIs, MOCs #304

Also add an option to subset VOCs / VOIs to look at lineages w/ an MOI: image (2) image (1)

On the API front,

Will require endpoint for a lineage to get MoC/MoI annotation.
Will need to rethink how we store MoCs.
