Fix long URLs for VOCs #580

For Omicron and Delta, the API query URLs are approaching the URL limit, and take forever to execute.

Interim: use the curated_lineages.json to filter out 0 lineages
Move towards POST? Or backend-based querying of things like B.1.1.529*
Optimize the queries!
