`to.meta.disableScroll` in router/index.js doesn't seem to be working #643

On certain route changes, we added the to.meta.disableScroll to prevent the route change from scrolling to the top of the window. That parameter seems to be ineffective now.

For instance, on Location Reports, if you check/uncheck a checkbox on the tracked lineages over time vis, the data changes, but the window also shifts to the top rather than remaining stationary (see Production for difference in behavior).
