We need to add a license to this repository #47

We need to add at least this license to the repositories: http://ec.europa.eu/idabc/servlets/Docbb6d.pdf?id=31979

You can add other licenses if you want like MIT of GNU-GPL if you require it. But this is a requirement.

Ok I added the EUPL Licence in LICENCE.md file for all repository.
