Add localized posters for Latvia, A4 format #8

Localized posters have these deviations from the original:

removed info about U.S. specific qualifications;
qualifications text reduced to "women and trans persons", since Latvian language has no terms for "cis", "queer" or "genderfluid";
added info that our organization (Latvijas Atvērtā koda asociācija) is helping with dissemination of information.

Hi @Mazurs - could you please remove the information about your organization from the poster? We don't currently have a policy of putting non-Outreachy organizations on the poster, and I don't want to change the policy right now.
