Add coordinator dashboard #280

Coordinators need a way to see the status of their mentors and interns. Coordinators need a way to sign up a co-mentor if a mentor drops out. We should have at the very least a list of links they can send for a co-mentor to sign up. Also having status of extensions and payments would be good.

The problem especially comes after the midpoint feedback, when we start to add sign up for the next round.

During intern selection, coordinators need to be able to send their mentors a link to where they can select their interns (e.g. https://www.outreachy.org/may-2019-august-2019-outreachy-internships/communities/COMMUNITY_NAME/applicants/). They also need to be able to see who was mentoring which project. Perhaps they need a table like the Outreachy organizer dashboard does, but only for the communities they're coordinating for.

During the feedback phases, coordinators need to know whether their mentors have submitted feedback for their interns.
