user's ~/conf does not contain modifications made to config files for things like python apps, or anything of that nature. The configurations are all back to vanilla.
Which begs the question: Can this really be called a backup?

files from the user's web folder, if it had no web/dns entry
Possible improvements:
[ ] add a switch to v-restore-user which allows swapping of IPs in DNS records to the new main IP of the server
[ ] backup the configs of all services. For example exim's SSL cert is now back to the default, self-generated one.
[ ] ALWAYS backup the user folder, no matter where they store files
