Motivation
In some cases, machines can be provisioned with the BigFix agent, to talk directly to a BigFix relay, which if secured, won't present the masthead.afxm. In these cases, the masthead.afxm can be preseeded (by other means), and therefore we don't want to fail (or attempt to get the masthead.afxm) if we already have it.
