Update configuration event log #23

Create a new action in the same controller as previous issue to update event log table, it's called after finished loading data.

it requests 3 parameters are
- START_DATE
- END_DATE
- IP_ADDR (optional)
Query data from NE_CONF_LOG with criterion are "NE_CONF_LOG.index_hash" IS NOT NULL and matched with 2 - 3 parameters above
- START_DATE >= update_date <= END_DATE
- IP_ADDR = node_ip, if IP_ADDR in IP address format e.g. "102.21.33.49" or
- Join for "NE_CONF_LOG.ip_addr" = "NE_LIST.ip_addr" where "NE_LIST.name" = IP_ADDR
- Insert record into NE_CHNG_LOG using data
- Latest record from "NE_CONF_LOG.update_date" of each "NE_CONF_LOG.ip_addr"
- "NE_CHNG_LOG.curr_date" = "NE_CONF_LOG.update_date"
- "NE_CHNG_LOG.curr_index_hash" = "NE_CONF_LOG.index_hash"
- Adjacent older record of the same "NE_CONF_LOG.ip_addr"
- "NE_CHNG_LOG.prev_date" = "NE_CONF_LOG.update_date"
- "NE_CHNG_LOG.prev_index_hash" = "NE_CONF_LOG.index_hash"

Only insert a new record to NE_CHNG_LOG when previous and current's index_hash are not equal
