Is there anyway to make this game work again? Would it be more difficult to try and make this game work offline or to make our own dev-side server?

From my perspective as web developer, making a server looks easier than modifying the whole game. But since the server has already been switched off, there is no way to capture real traffic between game and server anymore, and you'll have to resort to analyzing the game to see what kind of requests are sent and the responses it expects.
