expressInstall does not display when an older version of Flash is present or when Flash isn't available #401

What steps will reproduce the problem?
1. Remove Flash from the browser
2. Load Page where flash is to be embedded
3. We're using window mode transparent

What is the expected output? What do you see instead?
Flash expressInstall is requested but does not show on screen

What version of the product are you using? On what operating system?

Please read the Adobe documentation on how ExpressInstall works / minimum 
requirements. 

This is not a SWFObject bug (or even a Flash player bug), as ExpressInstall 
only works 
if the user has Flash player 6.0.65+ already installed.
