See issue #9: If Delayed Jobs crashes, all jobs hang in the queue.

In order to prevent this, we can do the following

define a Delayed Jobs Admin Status: started /stopped
per cron job, automatically check that the operational status matches the admin status
report (e.g. via email), if the status was different
automatically stop or start Delayed Jobs, if operational status does not match the admin status

Moved from prio:low to prio:high, since Delayed Jobs has crashed again. We need this as a workaround.
