Heroku deploymnent fails with error "Gem::InstallError: devise requires Ruby version >= 2.1.0." #59

The latest build from development tree (2 months ago) has failed with following error:

Gem::InstallError: devise requires Ruby version >= 2.1.0.

The Gemfile does not specify the ruby version and currently, Heroku is claiming that it will use ruby version 2.2.4 in this case; see this ruby support page. Also, the build 4 month ago was successful, although ruby version was 2.0.0.

Quick workaround: we could specify an older devise version in the Gemfile. The devise version in the last successful Heroku deployment was 3.5.6.
