What does this PR do?

Implements the following:

process.on("unhandledRejection", fn)
process.on("uncaughtException", fn).
process.on("uncaughtExceptionMonitor", fn).
process.setUncaughtExceptionCaptureCallback(fn)

Resolves #429 Resolves #5091
