[FEATURE] 뷰포트에서 마우스 Hover 시 액터의 바운딩박스 outline이 생기도록 하기 #13

Describe the solution you'd like A clear and concise description of what you want to happen. 선택되지 않은 상태에서도 Select/Move/Scale/Rotate 모드일 때, 마우스 Hover 시 Model이나 Part의 바운딩박스 outline이 그려져야 한다. image

발생한 빌드 버전 공유주실 수 있을까요? @jypark-bug

master (SHA: 01b0f3a98c5cd68022c9184bab98fe54751187b3) 입니다. 근데 이거 제가 예전에 Draw 하는거 수정한 것 때문에 바뀐 것 같아요. 은재님이 원래 처음에 구현하셨을 때는 선택되어 있지 않아도 Hover가 됐다고 하십니다.
