Add test runner, make CI scripts work locally, slight improvements to allocator #65

Sorry this one is so large, ended up in rebase hell locally so just mushed them all into one PR. Can try again to split up if this is too much.

VRAM allocator tweaks:

Clearer function names in VRAM allocator for returning pointers (gu functions expect ptr to start at 0x0, actual memory address is different)
Ability to move objects into VRAM directly and return a pointer to them

Test runner:

PPSSPP-based test runner
VRAM test class
Math function test class

CI:

build-rust.sh and run-tests.sh now both work locally and in CI, and run all testcases
Bash script for compiling all examples (unpolished, but quite functional and already helped me catch an issue with the allocator invocations)
