feat: add CI script #49

This PR add CI script to publish package on PyPI once a new tag is created. this should address #44

Most CI for tutor projects run on gitlab: https://git.overhang.io Do you prefer running it on GitHub, at least for this xblock?

Yes we can use github for this one and let's discuss gitlab if we keep using gitlab for others too or move them to github too.
