Updated Ubuntu version to 23.10
Updated JDK and JRE version to 17
Commented application ID updation line.
Updated API level to 33

Is this actually the Quince upgrade PR? If yes, we should upgrade the minimum tutor version in setup.py, as well as the plugin version in about.py.

Also, should we now close https://github.com/overhangio/tutor-android/pull/14/ ?
