What's the goal of this PR? Is it to explain how to make changes for local development or for production deployments?

The goal of this PR is to explain how to make changes using tutor local. For production deployments, Nobody will make any change again and again to test whether styling will apply or not. So, any one can follow these steps if they are testing the styling changes using tutor local.
