Does not need to be part of generator-dharma, in fact keeping it apart from it may keep this simple.
We make a lot of static sites, and they need to be made quickly to remain profitable, so a minimum of configuration and setup when using this is important.
@mich88's version at Chop Chop was set up using Grunt.
Needs for this to be viable
generator uses some base template for static sites (HTML 5 boilerplate, or base single HTML file, or whatever we've used lately)
base template contains a style reset (likely already there by default)
a basic typography stylesheet is set
consistent output paths for HTML and script/css directories
Nice to add (libraries/code for our always-there items)
hide-and-show top nav
pre-included Twitter and Facebook sharing code
Google Analytics code block
an address/contact block with pre-set schema/microdata tags (dev ends up just changing the address!)
Also
Generate a basic readme (text or html) to enter which browsers are supported, the day the first launch happened, gotchas or other things to consider if picking up the project months later
Linking or generation of the necessary device icons (Chrome, Apple, etc.) to match whatever is needed in the template
