Accept commands without prefix when the bot is tagged #163

As the title suggests, we should allow users to send commands to the bot without a prefix via tagging. This will help reduce problems when users inadvertently change the prefix or just forget they did it and then cannot interact with the bot. This solution will probably greatly reduce the workload for our mods
