When I use the Telegram Bot API's KeyboardButtonRequestChat, I am not presented with the option to create a new group. I can only request a chat with an existing group.
On iOS, I have the option to create a new group.
Steps to reproduce
Call KeyboardButtonRequestChat via the Bot API
On macOS, with Telegram Desktop, press the button that requests the chat
Observe that you cannot create a new group
On iOS, you have the "Create a New Group for This" button.
