Remove Developer section from documentation. #23

Developer section of documentation only served to point to Vircadia's development documentation which has little relevancy to Overte

There is information in there that doesn't actually exist anywhere else. I think it would make more sense to revert Kalilas nuking of the developer documentation: https://github.com/overte-org/overte-docs-sphinx/commit/3edd39303dd553788c393920b1bc94de18d7d053
