Server console on Windows is failing to initialize #1257

Oh, turns out I was installing PR1251-9e26146. And not RC as I claimed. But to elaborate:

I did a clean install. on first run of the server it usually downloads some recourses, but this time it failed and non of the default assets was in the domain.
