Low framerates cause flow bones to act unexpectedly

When your framerate drops while you are wearing an avatar with flow bones, your flowbones will start to act strangely, and start flopping around wildly. This is an issue largely on Linux as changing virtual desktops will cause applications on other desktops to lower performance so the active desktop is responsive. I am not sure how big of a problem this is on other platforms.

our viewer does drop frame rates to save on processing when it is not in focus, so maybe this is a problem of it happening twice.
