Change how avatars are parented to entities from global positions, rotations, velocity to local positions, rotations and velocity #920

Will allow avatars to be parented to moving entities and keep a absolute position relative to entity. Current behavior there is slow drifting of avatar away from entity and avatar does not rotate with entities.
