Update base Docker images #174

We currently have 4 different Docker images in 3 repos, based on 3 different versions of Ubuntu that must be installed separately, wasting space and time:

[x] ~simoc uses 18.04 for flask and 18.04 for celery~ -- fixed in #175
[x] ~simoc-web uses 21.04~ -- fixed in overthesun/simoc-web#135
[x] simoc-sam already uses 21.10

We should update them all to the latest version 21.10 (or 22.04 when it gets released in a couple of months).

I updated the simoc-web image to 21.10 in overthesun/simoc-web#135.
