decryption error with ow build 1.51.1.0.72127 #88

Describe the bug get decryption error when try work with ow build 1.51.1.0.72127

To Reproduce Steps to reproduce the behavior:

  1. run command : DataTool "owPath" list-unlocks
  2. get errors, first line is "[CASC] Fatal - Manifest decryption failed. Please update TACTLib"

Expected behavior list all unlocks

Tool needs to be updated after every BNet update - which was not, so you have to wait

i see there is an update for 72127 in TACTLib, is that still need to wait it been merged into datatool? or i can replace some dll to make current datatool work?
