:newspaper: Updated with the new format

Further Requirements:

  1. Arranger wiki needs to be updated
  2. Need to decide what development setups stay to the read me and which move to the wiki (this repo has decent looking setup instructions)
  3. Also need to have a general discussion about the wiki. Currently, they are openly editable to anyone with write permissions. A few extra steps are required if we want to set it up with required pull requests for updates

I am not sure what you did but your commit changed the permissions on every file in the repository so I have to reject this. If you can get a new PR open with just the readme changes I will review.
