Objective

Setup jenkins to test, build docker images and push then to docker hub.

Outcome

jenkins pipeline that build the dms when a merge to develop happens and tags it as edge and <commitId>
jenkins pipeline that build the dms when a merge to master happens and tags it as latest, <commitId>, and <tag>
