Hide or Disable Unused Commands in DMS

Hide or disable unused commands that are currently not implemented in the DMS

Or alternatively, have a message indicating the command is not currently available

• config check
• config set
• config delete
• config status
• config upgrade
• cluster restart
• cluster start
• cluster stop

Tested successfully in 0.16.0:

• All unused commands removed
• Only commands left are:
  • dms -h | --help
  • dms -V | --version
  • dms config build
  • dms config get
  • dms cluster start
  • dms cluster stop
  • dms cluster destroy [-f]
  • bash-completion
• cluster destroy command now split into cluster stop, cluster destroy
